机械阻力及稳定性
建筑工程的设计和施工必须使其在施工和使用过程中可能承受的载荷不会导致下列事故的发生：
1.工程整体或部分倒塌
2.变形严重到不允许的程度
3.承载结构严重变形，引起工程其他部分或装置或安装的设备遭到损坏
4.事故造成的损坏与初衷不相称
防火安全
建筑工程的设计和施工必须在突发火灾时：
1.使结构承载能力维持一段特定的时间
2.使工程范围内火、烟的产生与蔓延受到限制
3.使火势向临近建筑工程的蔓延受到限制
4.使人员能逃离该工程或以其他方式得到营救
5.使救援人员的安全得到考虑
卫生、健康与环境
建筑工程的设计和施工必须保证其不对工程范围内的人员或邻里的卫生和健康构成威胁，尤其不能发生下列情况：
1.释放有毒气体
2.空气中出现有害微粒或气体
3.释放有害辐射
4.对土壤或水造成污染和毒化
5.对废水、烟、废物或废液清除不当
6.工程各部分或其内表面出现潮湿
使用安全
建筑工程的设计和施工不得造成操作或使用过程中出现诸如滑移、跌落、碰撞、烧伤、触电、爆炸受伤等不能接受的事故危险。
噪音防护
建筑工程的设计和施工必须使工程范围内的人员及附近居民能觉察出来的噪音控制在低水平，使他们的健康不受威胁并能让他们在令人满意的环境中睡眠、休息及工作。
节能及保温
根据当地气候条件及人员情况，建筑工程及其供暖、制冷、通风装置必须在设计和施工上保证使用尽可能少的所需能量。
